Early development support

According to psychologists, more than 50% of problems at school age are associated with difficulties in the early development of children.

What needs to be done?

Create early development assistance services for children aged 0 to 3 years old, and for children with disabilities – from 0 to 6 years old. Psychologists, social educators and other child development specialists will provide free consultations to families, which will help to significantly reduce the risks of negative deviations in the development of children, and will positively affect educational results and personal achievements.


By 2024, the number of first-graders who successfully master the school curriculum will increase .

School of the digital age

Digital technologies help to choose a learning trajectory for each student, increase objectivity in assessment and radically reduce the burden on teachers.

What needs to be done? 

  • Go to the massive use of modern digital educational and methodological complexes. For school children, these complexes will compose individual programs, select the optimal methods and formats for studying the material for each. Teachers will be helped to fill out reports and magazines, “check notebooks’ ‘, that is, free up his time for a creative approach.
  • Introduce games and simulations into the educational process . It will engage children, make learning visible and help develop 21st century skills : teamwork, critical thinking and creative thinking.
  • To develop a system of distance and blended learning – when you study materials where and how it is convenient, and you come to the classroom for seminars and exams. This is how children learn subjects that are not available at school. Distance learning helps to master the material faster.

Opportunities for everyone

There are many “lagging behind” children in Russia , because the school and parents do not have sufficient opportunities to help them.

What needs to be done? 

  • For all preschoolers, make available training programs – for which every child aged 6-7 is offered an educational certificate, the money received from it parents will be able to spend on paying for school preparation courses. 
  • Provide targeted support for children from low-income families, including free additional classes in the subjects of the school curriculum and other additional education, participation in summer schools and in shifts of leading children’s centers.
  • In schools in rural and urban areas with a high concentration of families with a low socio-economic status, introduce additional rates for speech therapists and defectologists, psychologists, and tutors.
  • For students with material capabilities below the subsistence level, introduce social stipends of at least 80% of the regional subsistence level.


Equality of educational opportunity will enable many of those who are unable to achieve personal and professional success in the current situation.

New technological education

In most schools, Technology is taught in the same way as it was decades ago. Colleges do not have the necessary equipment. The education system needs to be brought into line with the real labor market.

What needs to be done? 

  • Radically renew the technology education system in schools and colleges. Equip them with modern workshops, build a system of children’s technoparks of the “Quantorium” type. Use the resources of universities and colleges for teaching schoolchildren using online forms of learning.
  • To develop and introduce into wide practice digital complexes-simulators and simulators that will help schoolchildren to master the skills of priority qualifications.
  • A third of college programs will be transferred to prestigious applied bachelor’s programs, and another third – to short programs (from 1 month) for obtaining professional qualifications in advanced training centers.


Increase in the number of schoolchildren with high results in the field of technological, computer and information literacy up to 40%. Growth in the “value” of graduates of applied bachelor’s programs in the labor market.

Talent development and support


What needs to be done? 

  • Provide each student with the opportunity to master any subject at an advanced level, including online – with the support of specialized universities and distance programs. Build a system of professional self-determination and specialized training in grades 10-11.
  • Create 40 interregional centers  to train schoolchildren annually.
  • Subsidize half of the tuition fees for students who pay for their own tuition or live separately from their families. To do this, you need to pass the exam for 80 points or higher or win a profile Olympiad.


Specialized education programs will cover 90% of schoolchildren. The number of people receiving targeted support in the development of talent will double, and the losses from the “brain drain” will decrease by about the same amount. 

Continuing education system


What needs to be done?

  • Create retraining and professional development programs for adults. To do this, use distance learning models and massive open online university courses, and after the program, help to get a job. Working specialists could pay for training and an independent examination together with the state, and training for the unemployed should be carried out entirely at the expense of the state.
  • Form   education centers on the basis of colleges, universities, corporate universities. Convert distance learning into modern online forms using digital technologies.
  • To organize a single national electronic platform – a navigator of educational programs and employment services, including for pensioners.



Universities as centers of innovation

World experience shows that it is universities that become the backbone of the technological and innovative development of regions and states.

What needs to be done?

  • Build a system for the development of entrepreneurial competencies in students, for which at least a third of educational programs of higher education in universities should be based on online courses from leading universities.
  • To transfer to universities the regional infrastructure for supporting innovation: business incubators, business accelerators, innovation parks, technology parks.


Development of fundamental science


What needs to be done?

  • Expand international competitiveness programs – on the basis of 40 universities to deploy experimental sites for large international projects of the Megascience level. And at least 50 centers of excellence – international research centers in various fields of science with the involvement of at least 10 thousand foreign researchers̆.
  • To develop funding for long-term (from 5 to 10 years) programs of fundamental and exploratory research at leading research universities and research centers.
  • Create academic universities on the basis of partnerships between research universities and institutes of the Russian Academy of Sciences. Thanks to this partnership, students will be able to massively implement specific research projects on the basis of the Academy of Sciences.
  • Recruit promising Russian and foreign scientists. State co-financing of 50% of the salaries of specialists with significant scientific results. Grants for graduate students at the level of the average salary in the region. Increase the duration of postgraduate studies to 4-5 years.



Export education


What needs to be done?

  • Establish a modern infrastructure for the training of foreign students. Build new and modernize existing campuses, build dormitories. In leading universities, increase the number of teachers with knowledge of English to 90%. Facilitate migration procedures.


Content of school education

The project proposes to update educational standards: to develop skills of the 21st century and new literacy, to disseminate modern educational practices.

To update educational standards, which, in particular, should include the task of developing metasubject skills – the ability to receive, process and apply knowledge, motivate oneself and critically evaluate information.

The development of the education system is impossible without relying on trained and motivated personnel. Modern teachers must be able to work with digital technologies, take into account the peculiarities of their pupils and students.

What needs to be done?

  • To retrain the management teams of all educational organizations at all levels of education. To stimulate the development of new methods and technologies through the certification of teachers, which guarantees an increase in wages.
  • Prepare teacher education programs with an emphasis on practice, as well as postgraduate support for young teachers. These measures will contribute not only to the growth of educational results, but also to improve the social well-being and increase the social status of the teacher.
